   Hue City and Cergy officially signed a cooperative relationship in April 2019 on the occasion of the visit, work and attendance at the 2019 Hue Traditional Craft Festival of the Cergy City delegation led by Mayor Jean Paul Jeandon. Since then, many officials, artisans, and artists of the two cities have implemented sightseeing, learning programs, shared management experiences, and organized cultural and artistic exchange activities and events … The most recent was the working visit at the end of February 2024 of the city's leadership team led by City Party Committee Secretary Phan Thien Dinh, combined with attending the Vietnamese Tet festival event – Passport to Asia is jointly organized by the city of Cergy, Vietnamese and Asian associations residing here, and artists from Hue . Cooperative activities bring many opportunities for exchange and cooperation that are diverse, useful and positively complement each other.

   In his speech at the opening ceremony, Chairman of Hue City People's Committee Vo Le Nhat emphasized that, based on the results achieved in recent years, the leaders of the two cities have agreed to promote cooperation in the next time, which focuses on exploiting the similarities and strengths of each side and the Hue - Cergy cultural and artistic exchange activity with the theme "From tradition to modernity" is considered the beginning of a period of cooperation. The new cooperation between the two cities aims to help the people of Hue in particular and Vietnam in general have initial understanding of the beautiful and dynamic city of Cergy, with lots of development potential, located in the central region of France. 

   Through Cergy and possibly the Cergy Pontoise urban community, Hue will promote similar cultural and tourism promotion activities to help tourists in the Paris capital and surrounding areas better understand their ideal cultural and heritage destinations for tourism and sightseeing in Vietnam.

   According to Mr. Moussa Diarra, Deputy Mayor in charge of International Relations of Cergy city, in order for the cooperative relationship between the two cities to be effective, there must be active participation from the people, associations and support from the two cities, from sponsoring agencies such as the French Embassy to international organizations. If Cergy is a young city, then Hue is a city hundreds of years old in formation and development, so the cooperation between the two cities is considered an effective complement to each other. This cooperation aims to honor the core values of world cooperation based on the fundamental foundations of equality, charity, and peace.

   Within the framework of Hue International Arts Festival 2024, people and tourists have the opportunity to exchange Hip-hop between Cergy's dance artists attending Hue Festival and hip hop dance clubs of Hue city. In addition, the exhibition spaces will display Hue - Cergy artwork "From tradition to modernity"; display and experience Sinh village folk paintings; displaying kites and Hue lanterns...

   On this occasion, Hue city and Cergy city organized an exchange with ceramic restorers with the theme "Preserving and restoring heritage". This is considered an opportunity for artisans, craftsmen in general and ceramic artists in the province in particular to exchange and learn experience in making ceramic products...
